Business Plan 2025-28

The 2025-2028 Business Plan is Penrith Town Council’s framework for what it will focus on over the next 3 years enabling the Council to operate in a consistent and co-ordinated approach. The Plan will help drive and determine the direction and content of all other internal strategies, policies and resources of the Council and will be used to plan activities and set the budget for each year. The business plan helps the Council to minimise risks and justifies the budget demonstrating that the Council has planned its activities with care and provides residents with an understanding of what the Council is trying to achieve and deliver.
