Business Plan 2025-28

The 2025-2028 Business Plan is Penrith Town Council’s framework for what it will focus on over the next 3 years enabling the Council to operate in a consistent and co-ordinated approach.

The Plan will help drive and determine the direction and content of all other internal strategies, policies and resources of the Council and will be used to plan activities and set the budget for each year. The business plan helps the Council to minimise risks and justifies the budget demonstrating that the Council has planned its activities with care and provides residents with an understanding of what the Council is trying to achieve and deliver.

Climate & Environment Strategy

In May 2019, Penrith Town Council (the Council) declared a Climate and Ecological Emergency. In March 2020, the Council adopted the Climate Action Strategy outlining our ambition to set Penrith on its journey to carbon neutrality.

Penrith Town Council has refreshed its approach to the Climate and Ecological Emergency with the adoption of a Climate & Environment Strategy for 2025/26.

This Strategy sets out the Council’s strategic objectives relating to Climate Change and Environmental issues along with a deliverable action plan.

The Council is committed to transforming Penrith into a cleaner and greener town which it believes it can achieve through playing a community leadership role on climate change issues. The strategic objectives of this Climate & Environment Strategy have been developed with this in mind.

Neighbourhood Plan

The Neighbourhood Development Plan was developed by the Town Council following numerous public consultations in which the residents told us what was important to them.

Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. A neighbourhood plan ultimately forms part of the Development Plan – policies which local authorities use to determine planning applications.

The approved and adopted PNDP have equivalent weight in decision making to the Local Plan as part of the Development Plan.

Policies & Procedures

The Council maintains a library of policy and other documents which are made publicly available to guide both the Council and the public.

Established procedures guide the Council towards making good, transparent decisions within the local authority structure.
