Councillor Val Bowen is Chair of Penrith Town Council and was elected the fifth Mayor of Penrith on 20 May 2025.

Through the many engagements undertaken during the Mayoral year, the Mayor acts as an important link between the Council and the town’s community groups, organisations and residents. These engagements provide opportunities to share the views and concerns of the community with the Council, while also taking the Council’s messages out into the community in support of its social, educational and economic priorities.

The civic role of Mayor is distinct from that of Councillor. When undertaking Mayoral duties, the Mayor acts in a non-political manner in accordance with the Council’s Civic Protocol, which governs the Mayor’s duties and responsibilities.

The Deputy Mayor, Councillor Barbara Jayson, will attend functions when the Mayor is unable to do so.
