Council Staff Team
Under Section 112 of the Local Government Act 1972, the Council is required to appoint officers as it considers necessary for the proper discharge of its functions. The Act, along with other legislation, assigns a number of statutory responsibilities and duties to the Proper Officer of the Council, a role fulfilled by the Town Clerk.
The Council’s Standing Orders formally designate the Clerk as the Proper Officer, ensuring transparency and clarity for the public regarding the extent of the Clerk’s authority and responsibilities.
In addition, Section 151 of the Local Government Act 1972 requires local councils to ensure that one of its officers has overall responsibility for the administration of the Council’s financial affairs. This role is fulfilled by the Responsible Financial Officer (RFO).

COUNCIL SUPPORT OFFICER

Penrith Town Council is looking for a motivated and enthusiastic individual to join our team as a Council Support Officer.
This is an excellent opportunity for someone with strong administrative and IT skills who is looking to build a long-term career in local government. We are seeking a team player with good local knowledge, excellent communication skills, and the ability to manage a varied and busy workload.
As a Council Support Officer, you will play a key role in supporting the delivery of Council services, helping ensure the smooth day-to-day operation of the Council while assisting colleagues, councillors, partners and members of the public.
Following successful completion of your probationary period, you will have access to training, mentoring and professional development opportunities, including sector-specific qualifications, to support your career progression in local government.
What will you be doing?
You will:
- Provide efficient and effective administrative, meeting and business support across the Council.
- Act as a first point of contact for residents, community groups and partner organisations, responding to a wide range of enquiries.
- Support the administration of the Council’s planning functions, including acting as Deputy Planning Committee Clerk.
- Assist with the planning and delivery of Council events and community activities.
- Support the management and operation of Council assets and services.
- Assist in the delivery of projects and initiatives that benefit the local community.

Salary and Hours
Pay Scale LC1 SCP 13-17: £29,064 to £31,022 per annum
37 hours per week
The post will become permanent following the successful completion of a six-month probationary period.
Working arrangements will be agreed as part of the recruitment process and may vary to meet operational requirements. Remote working will be available where appropriate.
