Transparency & Procurement

The Local Government Transparency Code 2015 came into effect on 1 April 2015. The Code sets out key principles for local authorities in creating greater transparency through the publication of public data.

Part 2 of the Code is recommended practice for parish councils whose gross annual income or expenditure (whichever is the higher) does not exceed £6.5 million.

The Code requires local authorities in England to publish information related to the following themes:

Supplier Payments

Local authorities must publish details of each individual item of expenditure that exceeds £500. Penrith Town Council chooses to publish all expenditure. The Town Council is open and transparent about the ways we manage our finances. 

The Council’s Finance Committee  monitors the Council’s budget whilst each committee also monitors its own income and expenditure. Income and Expenditure Reports show the income and expenditure accounts for the Council broken down by Committee with detail for the cost centres and cost codes. These are reviewed by the Finance Committee at each meeting and are published in the public domain as part of the PDF agenda that are available to view on this website.

The Finance Committee is responsible for the Council’s the internal controls. For example, ensuring that payments made have been have been verified and that the expenditure reconciles with the Council’s bank account statements.

The Council appoints an internal auditor who assesses the Council’s compliance with relevant legislation and a further audit is carried out by an external auditor appointed independently of the Council.

Senior Salaries

The Town Council is required to publish details of senior employees earning over £50,000 per annum. As at 31 March 2026, Penrith Town Council has two posts where the gross annual remuneration is £50,000 or above.

Pay Multiple

The ‘pay multiple’ is the ratio between the highest paid earnings for the given year and the median earnings of the whole of the council’s workforce.

 

As at 31st March 2026, the pay multiple was 1.22.

Statutory Policies

Penrith Town Council does not pay allowances to councillors, although councillors are entitled to claim approved expenses. The Town Mayor and Deputy Mayor receive a small allowance to assist with the costs of attending civic functions. To date, this allowance is generally donated to the Mayor’s chosen charity.

How to make a Freedom of Information request

Please write to Penrith Town Council, either by email or post. Please try to be as specific as possible when requesting information, following the Information Commissioners Guidelines:

  • You can ask for any information you think the Town Council may hold. The right only covers recorded information.
  • You should identify the information you want as clearly as possible.
  • Your request can be in the form of a question, rather than a request for specific documents, but the Council does not have to answer your question if this would mean creating new information or giving an opinion or judgement that is not already recorded.
  • Some information may not be given to you because it is exempt, for example because it would unfairly reveal personal details about somebody else.
